"BEST" is subjective, dependent upon exactly WHO makes that comment.

Being a software engineer for three decades, I have to bite my tongue everytime I see such a comment.
Why? Because "best" can not be a conclusion without a list of criteria to be evaluated against; and that is always missing.
At least your last sentence ask to compare Google (which btw is the Chrome browser) against two other - - hmmm
products. However Yahoo is a portal and has a search engine; Bing is a direct competitor to the Google seach engine.

I as two of the three are search engines (Yahoo & Bing), I think your mentioning "browser" was a slip up.

BUT regardless, an engineer would need some criteria to evaluate a group of (browser) products, eg
Security (how easily to hijack and induce a virus), Speed (how fast the content gets rendered to the monitor) and perhaps Compliance to W3C standards.

To compare search engines one would need some data that is difficult to acquire;
  • pure web content vs paid advertisements
  • duplicate results removal
  • how the results are ordered in the reply
  • time waiting for the reply
simple questions with obsucre or difficult raw data to find

Well, I can't say what is the best as there are pros and cons for each of them. My fav is Opera, then FF and Chrome follow. No IE is my list.
