Photo shop Problem

When we are changing the size of the image, the quality of the image is decreasing.Can we do it in Photoshop without changing the Quality?

that has always been an issue for resizing. This is due to insufficuent DPI or resolution in the original.
When there is any chance that you may wish to enlarge the picture at a latter time,
use a larger resolution when taking the picture or creating a graphic.
Then you can display a smaller version normally and still get back to a high quality larger one.
